THIS GUIDANCE MANUAL COVERS THE ESSENCE OF THE WORK ACCOMPLISHED BY THE
NATO GROUP ON ACQUISITION PRACTICES (AC/313) WITH A VIEW TO FACILITATING
THE SETTING UP OF EFFECTIVE ARRANGEMENTS FOR ARMAMENTS CO-OPERATIVE
PROGRAMMES.
PART I, AND ITS SUPPLEMENTS, PROVIDE GUIDANCE FOR THE NEGOTIATION AND
DRAFTING OF MEMORANDA OF UNDERSTANDING (MOUS) FOR ARMAMENTS CO-OPERATIVE
PROGRAMMES. PART II PROVIDES ADVICE TO THOSE INVOLVED IN THE SETTING UP
OF PROGRAMME ARRANGEMENTS ON WAYS TO ENHANCE COLLABORATION BETWEEN
PARTICIPATING GOVERNMENTS AND INDUSTRIES AT EARLY STAGES OF THE
PROGRAMMES.
THE GUIDELINES AND RECOMMENDATIONS IN THIS MANUAL WERE ENDORSED BY THE
CONFERENCE OF NATIONAL ARMAMENTS DIRECTORS FOR USE, AS APPROPRIATE, IN
ONGOING AND FUTURE PROGRAMMES.
FURTHER GUIDANCE RELEVANT TO EITHER PART OF THIS MANUAL WILL BE
INCORPORATED AS SOON AS FORMALLY ENDORSED.
